Woreda 03 management has been implementing various changes over the years to enable it to provide efficient and quality services to its customers (users) and to better satisfy their needs by reforming the previously backward and chaotic service delivery system. In the same way, it is continuing its efforts to ensure that the services provided are up to standard and based on the customer’s needs by properly addressing the problem of service delivery that is currently being observed in Woreda.
Accordingly, Woreda has developed this website to enable it to strengthen its activities to achieve its mission and to further strengthen the changes that have been started. This website includes service delivery standards, conditions required to access the service, users’ rights and obligations, and complaint reception and resolution system.

Woreda 03 has a rich history dating back to the early 1900s when it was established as a residential area for railway workers. Over the years, the Woreda has grown and evolved into a vibrant community with a diverse population.
Currently, Woreda 03 has a population of approximately 20,000 residents. The community is made up of people from various ethnic and religious backgrounds, creating a unique and welcoming atmosphere.
One of the most notable landmarks in Woreda 03 is the historic Dire Dawa Railway Station, which played a crucial role in the development of the city. The Woreda is also home to several schools, health centers, and places of worship.
Residents of Woreda 03 have access to a range of services and resources, including healthcare, education, and public transportation. The Woreda also has a number of community development programs aimed at improving the quality of life for residents.
Socio-cultural context
Dire Dawa has a unique architectural style that sets it apart from the rest of Ethiopia, with colonial-era buildings standing out against the traditional circular homes. The city is the second largest in Ethiopia and is located in an arid region, giving it its name, which means empty plain. The Dire Dawa Administration has a total population of 521,000, with 333,000 living in the city and the rest in rural areas. The city is home to various ethnic groups, including Oromo, Amhara, Somali, Gurage, Tigrayan, Harari, and people from southern Ethiopia. Muslims make up the majority of the population at 70.9%, followed by Orthodox Christians at 25.6%. In urban areas, Muslims make up 57.4% of the population, while Orthodox Christians make up 37.4%. In rural areas, almost all residents are Muslim.
Dire Dawa has faced various challenges throughout its history, including the Ethiopian revolution, which led to the closure of Greek and Armenian churches and the departure of many Europeans, Yemeni Arabs, and Indians. The city was also affected by the Ethio-Somali War of 1977/78, which saw Somali troops besiege Dire Dawa until they were pushed back by Ethiopian, Cuban, and Russian forces. Natural disasters such as floods and accidents have also caused damage and loss of life in Dire Dawa.
